I assume Richard R Heggart is his brother who was born in Castleconnell, Co. Limerick on 17th September 1870. He received the 1903 Visit to Ireland Medal and the Constabulary Medal (1916, Easter Rising, Enniscorthy). In 1922 he was awarded the King's Police Medal.
